Is it better join NITs (branch like metallurgy,civil) rather than HBTI KANPUR with a branch like EE,CHE etc.?

Is there a healthy possibility of improving branch in NITs or i should join HBTI KANPUR. Is it make any difference that nit is a national level institute but hbti is a state level(means affilated to UP technical university)
