How can two married, jointly filing taxpayers each claim 0 exemptions and owe tax?

because independant of each other you are in a lower tax bracket but when you combine your incomes it puts you in the higher tax bracket thus you owe more than was held out . . me and my husband had the same problem early in our marriage but we now have extra held out of our checks to cover this
