Please give me tips on how to clean oil spills on seas?

Recently, an oil tanker sank which causes an oil spill in Guimaras, Philippines. until now, the sunken ship has not been retrieved and the oil spill is getting worse. What should the government do to solve the oil spill problem? they have been trying to remove the oil but it still is getting worse.. i'm just a concerned filipino citizen.. hope i could get good answers.. this is critical. many filipino fishermen don't have income because of the oil spill.
