Marriage requirements washington dc?

Is there any way I can mail in my application or have my husband fill out the app by himself and give to courthouse? I can not take off for the 5 days (waiting period) and fly back to washington twice. i am currently In texas and would have to fly there both times which would be costly... Please HELP! Any suggestions would help. Thanks!
